Norma Flatt

I have lived in Duncanville for 40 years (except for the 9 years my husband and I semi-retired to Decatur, Texas to raise Longhorn cattle) and I have 2 daughters, 1 granddaughter and 2 grandsons all graduated from DHS and one still attends
school here at Byrd Jr. High.  My husband and I started a custom frame business 34 years ago and I assumed the business when he passed away in 2001. From 1969 till 1991 I worked at the Duncanville Suburban newspaper.  My main job was selling advertising, but in those days you did anything that need done from running paper stands, to putting the paper together before press time.

I was in the first class of the Citizens Fire Academy and was part of the committee
that organized the DCFAAA with the guidance of Fire Chief Terry Webb and academy co-coordinator Travis Tooker along with assistance from TCFAAA President/ECFAAA Don Martin.  I was also the DCFAAA first president, which that first year was a learning experience on both the fire department, and ours, but we did accomplish a great many things that first year.

I am currently a member of the Duncanville Citizens Fire Academy Alumni Association and past president, a delegate for DCFAAA to the Texas Citizens Fire Academy Alumni Association, a member of the Duncanville Citizens Police Academy Alumni Association and a past president, member of the Duncanville Noon Lions Club and servicing as secretary, a past member of the Keep Duncanville Beautiful board, and The Greene Homeowners Association board.  I have also been a member of the Duncanville High School Band and Baseball booster clubs and volunteered working concession stands during the football, basketball and baseball games.  I was also a host family the summer of '05 and '06 for 3 college baseball players on the Duncanville Deputies Collegiate team.

I enjoy attending sport activities of my grandson along with quilting, knitting, doing yard work and tracing my family history.  Since I have ended my semi-retirement lifestyle and have gone back to working 6 days a week at our family business my volunteer’s hours have not been as many as in the past, but I try to work in as much as possible.

Dave joined the Duncanville Fire Department in June 2008 and currently serves as Fire Chief. Prior to joining the Duncanville Fire Department Dave was employed full time with the United States Coast Guard, National Strike Force as an Emergency Management Specialist.  Primary responsibilities included interfacing with other Federal Agencies regarding NIMS and NRF implementation.  Additionally, Dave was responsible for the Incident Management Training and field implementation of ICS for the three (Gulf, Pacific & Atlantic) teams making up the National Strike Force.  Serving on two standing NIMS committees, Dave was responsible for ensuring the Coast Guard’s interests and concerns were heard at the national level.  While employed with the Coast Guard, Dave has had the opportunity to assist in program development for ICS courses such as ICS 410, 400, 300, and 339, and observed new FEMA ICS position specific courses to offer feedback and provide course evaluation.  Dave participated in the re-write of the National Response Framework and participated in the development of the NIMS Five Year Training Plan.

Dave is a former long term member of the College Station Fire Department.  Beginning his career with College Station in 1977, he worked his way through the ranks and became Chief of the Department in 1997.  One of Dave’s most significant accomplishments while Chief, was working with his staff and other city departments to develop the first Fire Department Master Plan which addressed the issue of “keeping pace with the growth of the city.”  The plan addressed fire station locations, staffing options, apparatus purchases, and operational aspects of the department.  Dave retired from the Department in April 2005.

Dave has a long association with the fire training programs as Texas A&M. He was first employed as a part time field hand in 1977 and has since worked with the Recruit Training Program, Special Programs, NER`RTC and ESTI.  Dave has served as Adjunct in the WMD/UC course, work with the Enhanced Program and has assisted with the exercise program as an Observer/Controller.
